You've probably run across more random encounters than you realize. For example, there's a house east of the Nuka World railway terminal where radnom assortments of gunners/super mutants/gang raiders fight each other, the shovel museum has something similar, and so does the collection of sheds against the outside of the north-west (I think
in the games I have played the only place to power on the monorail is where we first turned it on to go to nuka world after I finish the initial run through the place we arrive I get both the marker on the map for traveling to the commonwealth and the monorail is still powered. to manually get to the commonwealth one can simply use the console
